How to Use CCDF Childcare Assistance in Guam

Childcare costs can be one of the biggest expenses for a working family in Guam. The good news is that eligible families may qualify for the Child Care and Development Fund — better known as CCDF — a federal program that helps pay for licensed childcare so parents can work, attend school, or participate in training programs.

What Is CCDF?

CCDF is a federal grant program administered by each U.S. territory and state. In Guam, it is managed through the Department of Public Health and Social Services (DPHSS). Qualifying families receive a childcare subsidy that covers part or all of the cost of care at a registered childcare provider.

Bambini Montessori School in Tamuning is a CCDF-registered provider, which means eligible families can use their benefit here.

Who Qualifies?

To qualify for CCDF assistance in Guam, you generally need to:

• Be a Guam resident
• Have a child under 13 years old (or up to 19 if the child has a disability)
• Be working, in school, or in job training
• Meet the income eligibility guidelines set by DPHSS

Income limits are updated periodically, so it's worth checking the current guidelines even if you were previously told you did not qualify.

How to Apply

The application process involves several steps. You will need to gather documentation including proof of income, proof of residency, your child's birth certificate, and documentation of your work or school status. Contact the DPHSS Childcare and Development office to begin the process and request an application form.

Once your application is approved, you will receive a Notice of Action (NOA) that confirms your benefit amount. You then provide this to your chosen childcare provider — such as Bambini — and the provider bills CCDF directly for the approved amount.
